It is bcoz of just the reason of Dispersion of light as at noon time the sun is at the top and the light rays coming from it have to travel less distance in the atmosphere of earths so hence the light appears white.

At noon, the sun is overhead in the sky and the light coming from the sun travels a relatively shorter distance through the atmosphere to reach the earth. In this case the blue light is not sacttered much. As the light coming from the overhead sun contains almost all its compont colours in the right proportion, the sun appears white to us at noon.
