The distance travelled by sunlight in morning and evening at a place is very large as compared to the distance travelled by the same light in the noon when the sun is overhead. This difference of distance causes the brightness change.

the sun seems less brighter in evening and morning as compared to noon because of the rotation of earth and it's position when it's night at a specific area it is facing the back o f earth and in the morning it turns and during the noon time that region is facing the complete sun and in evening it turns forming the same scenario as in the morning
