Sunglasses don't have power because the lenses are two curved surfaces with the same radius of curvature. ... Since the curvatures on either side of a sunglass are of the same radius, it has no power. Also, the lenses on sunglasses are made of materials which are less refractive than that used for regular glasses.

It is quite possible that is sun glasses 'lenses' are made of material which is less refractive than that used for regular glasses. Zero power is actually zero diopter. In sunglasses two lenses one of convex and other of concave are attached which cancel out the converging or diverging action and gives zero effects.
