why temperature is used as the measure of thermal equilibrium

with out temperature we can't measure the thermal equilibrium . so temperature is needed to measure thermal equilibrium....

Just like potential difference helps in finding direction of current, likewise temperature (say, voltage of heat ) helps in finding motion of heat in bodies.
When bodies are in equilibrium no heat transfer takes place.
Just like what emf is to electricity,likewise temperature is to heat.
