why terminal voltage of cell less than its emf

The terminal voltage of the cell is less than its emf as the cell emf which is brought in the dielectric in the direction opposite to direction of external terminal voltage.

EMF of a cell is the voltage measured between the terminals of a cell when it is not connected to external circuit, that is, when it is not delivering any current .... Thus terminal voltage is less than the emf of the cell.....
