Why the age for marriage for Boys is 22 and girls 18 ? why not vice-versa?

if i would give the actual scientific reason , it is something like this .
you must be knowing that puberty hits a girl earlier than a boy.so, if we see the girl is more matured than boys and hence they are having an understanding power at a earlier stage than a boy. so girls are able to handle relationship at a earlier age,i.e., 18 than a boy which he actually attains an age of 21.
