The French built modern quarters in Hanoi for the French citizens. However, the large sewers in the modern part of the city, a symbol of modernity, proved to be an ideal and protected breeding ground for rats. Rats soon began to enter the well-cared-for homes of the French through the sewage pipes. It was to stop this rat menance that rat hunt bounty programme was started.
