The system of dual government was the brainchild of Robert Clive who was the Governor of Bengal. After signing the Allahabad treaty, East India Company got the power to collect revenue. On the other hand, the Nawabs of Bengal were responsible for the administration of the state. Under the system of dual governance, the Britishers got both Diwani and Nizamat. here, Diwani stands for revenue and Nizamat stand for the covial administration. The former they acquired from Mughals and latter from the Nawabs of Bengals. This way the people of Bengal were expolited from two sides.

the company's government policy in Bengal was dual government as Mir jafar nd some other important ministers of siraj-ul-daulah's court has helped british to rule over bengal so british has to give them some inportant place , so Mir Jafar was made on the throne get all the reponsbilities of bengal territory but no power nd british took all the powers but no responsblities , this dual government was ended when son in law of mir jafar came on throne nd tried to remove british . then british had a war with him nd became the real masters of bengal . in 1772 the dual governemnt system was removed by Warren Hastings .
