When current passes through a heating element, it becomes so hot that it glows. The wires used for making electric circuits do not normally become hot and that is why they don’t glow. The amount of heat produced in a wire depends on its material, length and thickness. The heating element and the wires are made of different materials such that the heat produced is more for the heating element.

Hi
As Heat is directly proportional to Resistance when I( current ) is constant . therefore, the cord which had the highest resistance, does not glow, whereas heating element glows as it acquires high temperature.
Hope this helps you......☺
