Why the current that makes the heater element very hot only slightly warms the conecting wires?

Answer: As heater element are made with the help of alloy wire (like heater) which is nichrome (combination of nickle and chromium). These wires have high resistance by which the oppose most of the electrical energy which is converted into heat energy where as connecting wires are made up of copper nowadays whose resistance is very low and oppose less amount of current.

We also know that,

Resistance is directly proportional to the length of wire. In heating appliances wire is in the form of ring so that it's viewable length is short but actual length is long. Hence as the length of wire in heating appliances is more therefore they have more resistance thus more heat
