A voltmeter is used to measure the inherent difference between the two electrodes of a cell.
But when a battery is connected to a voltmeter to measure the electromotive force, it occupies some amount of current from the cell.
Then the reading we receive from the voltmeter is incorrect.
Therefore, if you want to measure the electromotive force of a cell, you should fix it to a potentiometer.
