friction occurs only when the object is contact with the surface ! so let's take example :
now you have to straight but the the area is mountain lots of barrack will come at your front to slow down your speed !!!
let's see it microscopic form :if there is much less friction you will easily slide , but if the surface is too rough then you can fall or your speed may slow
here what you observe ?
there is something who opposed your motion ??
means the opposing object is stationary but you're in motion going in specific direction ! thus it will exert opposite force on you as you !

states that every action has equal and opposite reaction that's why it opposes !!

the purpose of frictn is tomstop the motion of body,so in order to achieve that it act opposite to the directn of motion of body at any instant.
Also it appears only when body is moving or about to move (when Force is applied)..
