growth rate in agriculture is decreasing because of following reasons
1. as far as indian concern, the agriculture solely depends on the monsoon rain, since nowadays there is no 100 % occurrence of monsoon due to change in climate because of global warming, pollution etc. so there is water scarcity in many regions of india.
2. the fertility of soil is decreasing, since most of the farmers are using artificial fertilizers, which have some adverse effect on soil.
