Why the highest oxidation state of a metal is in its oxide or fluoride only?

Fluorine has the highest EN in the periodic table and oxygen is the second element having the highest EN along the period ...

Metals are good reducing agents and so they readily combine with Oxygen and other non-metals and oxidise themselves...Due to which they get the highest oxidation state..

For example: In KMnO4 ,Mn has +7 oxidation state which is highest..
