why the indian girls are not reacting over the situtation suddenly when it happens with them like rape , teasing, scolding etc.. give ans to support women empowerment?

I'm not in the favorites that women power really exists ....but ur question is good....from my opinion, I think girls become oppressed nd want to hide themselves because of the society, they make them feel bad and also the society blame them for their doings and say that maybe this girl had worn short dress or what the reason she was out there at night......END
