Why the IQ of computer is said to be zero?

Because it doesn't have their own decision making ability,they don't know how to react in any unfavorable condition.Even if we talk about A.I (Artificial Intelligence) they also have their failure points.
Computer works only according to their programs that's why they have zero IQ.
