The king can’t pass the proposal for new taxes alone according to the old regime rather he has to call a meeting of estate general which would then pass their proposals for new taxes. But the king could only decide when to call a meeting . (Chapter 1 history- French Revolution ).

the king cannot pass the proposal for new taxes alone because at that time the taxes were supposed to be filled by the 3rd estate i.e –› peasants, artisans, etc... Neither king nor his courtiers had to fill taxes, thus it was necessary for the court to have representatives from 3rd estate so that they can discuss on the matter of passing the proposal for new taxes.
