Mud guards are used on larger vehicles for several reasons. One reason has to do with Newton's laws of motion. Newton stated that "an object in motion stays in motion." ... Without a mud guard, the mud and debris would continue and possibly cause a problem for the car behind.

Answer:
When the wheel rotates at a high speed, the mud sticking to the wheel flies off tangentially, this is due to inertia of direction. In order that the flying mud does not spoil the clothes of passersby, the wheels are provided with mudguards.
