The reason is education and following rules.
As we all know southindians are better at following rules and north indians are better at flouting rules.
AFter independence, when govt promoted 1/2 child families, south indians understood the merit in such a policy and followed it . But northindians as usual did not follow it and continued to increase in population.
Now the population difference is going to have a consequence.
Southindian states with less population and more education is going to develop more and north indian states with more population and less education is going to lag more in development.
