The people leaving in the mountain hills have high count of RBC coz,as we go up from the earth surface oxygen level decreases such that only 2 molecules of oxygen is only binded to haemoglobin instead of 4 molecules of oxygen so inorder to have the abundent oxygen more RBC are produced.This is often reffered to as mountain sickness.

Just before the birth of an infant large number of RBC are send to the foetus from umbilical cord hence they have the more RBC
