Why the poorest people often do not get to benefit from schemes intended for them. What long term steps should be taken to ensure that such benefits really reach the poor?

No, there is no full benefit poor family of  Government scheme, because in India there are many poor families expand life in the village. There are many leaders is not honest,they do not our work as a responsible leader. Many people are not educated so the government uses their uneducated, so all these causes people do not get the benefit of government schemes.
