Some do not get cold enough and others are salt water harbours (salt water requires a colder temperature than normal).

Warm ocean currents like the Westerlies travel all the way from equator to eastern coast of north america and western coast of Europe during winter. As the westerlies are warm currents originate from equator and travel towards western European coast, western European ports remain ice free during winter.
