The potential energy of a body must change completely into its kinetic energy. But it can happen only in ideal conditions. But also ideal conditions are not possible. Many other resistive force act on a body falling in air.
Hence from work energy theorem,
ΔK = (ΔW)g + (ΔW)resistive forces
Hence there is always loss in energy.
