why the raindrops falling from the sky neither hit us hard nor make holes on the ground?

It is the velocity beyond which it will no longer accelerate due to the viscous force offered by the air in the atmosphere as a resistance to the gravitational pull on the rain drop. Rain drops with such terminal velocity do not have enough momentum to drill a hole in our head or the ground.
