As we all know that the particles start to move apart when the temperature increases.
The particles of the hot water are far apart than the particles of normal water. So, when NaCl is mixed with hot water it's particles adjusts diffuses rapidly with the particles of water and thus the rate of diffusion of NaCl is higher in water.
