Why the regular cleaning of water in aquarium is required but not in pond even though the fish are present in both cases?

Because first of there is stagnant water in aquarium and in pond the decaying bacteria are present however in an aquarium they are not present, hence regular cleaning of water in aquarium is required but not in pond.

An aquarium is an artificial and incomplete ecosystem in contrast to a pond which is natural,self sustaining and complete ecosystems.
Cleaning of aquarium is essential bcoz of absence of natural decomposer in it. Moreover due to stagnancy of water.
