Why the results of the poverty alloviation programmes how been mixed up

The result of poverty alleviation programmes have been mixed up because of the following reasons:-

1.excessive corruption:political leader and parties in want of money ask poor's to give bribe to do their work quickly.and due to lack of education and awareness and education these poors cannot take advantages of the schemes implemented by the government.

2.No Effective implementation of the schemes.
