1)He adopted a policy of severe control over administration and punishment for the livers.
2)All those whom he saw or considered as enemies of the republic were arrested, imprisoned and tried by a revolutionary tribunal which was known as Guillotine.
3)Churches were shut down and their buildings converted into barracks and offices.
