the speed of light only depends upon the refractive index of a mefium.
as if speed of light moves from-

DENSER to RARER
if light rays move from denser to rarer yhen the speed of light become fast amd it bends away from normal.as in the given figure if light rays move backward mean from water to air(denser to rarer)its speed become fast.

RARER to DENSER
if light rays move from rarer to denser the speed of light become slow and it bends toward normal as in the given figure light rays enter from air to water(rarer to denser) speed of light become slow.
