The angular speed or rather more precisely the angular velocity of an object is inversely proportional to the distance from the axis of rotation .
₩ (angular velocity) = v (linear velocity ) / r ( distance from axis of rotation)
Since r is less at the poles than equator, hence the more angular speed at the poles.
