why the sun rises earlier in the east and also sets earlier? how do the watches at kohima and new delhi shows the same time?

the sun rises first in Kohima and then in Delhi. but both cities shows the same time

in India we follow Indian Standard Time

so though we have a difference in time between both cities they follow same time to maintain standardity
