I believe that is because if we look into the ratios' definitions, we find that they are combinations of the three sides of a right-angled triangle. For example,

Sin A= perpendicular/hypotenuse

Cos A= base/hypotenuse

Tan A= perpendicular/base

Then the other three are reciprocal of the first three.

If we think about it, we get this idea that there are no other combinations left. The ratios get expressed in six trigonometric ratios only.
