in summer due to high temperature gases expand..
so tyre is inflated to lesser pressure so that it can't burst due to increase in pressure caused by air in the tyre which tries to expand it..

As per Gay Lussac's Law ,
Pressure is directly proportional to temperature ...
so in summer since temperature is high so pressure will also be more
in order to avoid bursting of tyres , they are inflated to a lesser pressure
