I don't know the real answer but think the sinuisoidal wave like a pendulum (basically both are the same, since pendulum also has a sin or cos wave).
in a pendulum,
we can see velocity maximum at its equilibrium position or zero point and minimum at its peak position.
All transverse waves are basically same. you can use this principle in many places.
