The Wind speed increases with altitude from the ground in general. The reason is ,

The pressure gradient:- it increases with height which acts between warm air and cold air.

Air density :- The density of air is lowest at high altitudes. Whereas ground surface has more density. More force is required to move dense air.But as air is less dense at high altitudes, wind flow is more.

Friction: - objects on surface like trees,rocks,etc..slow the air flow.At high altitudes, there is less influence of the friction which increases wind flow.
