Actually, the earth takes 24 and a 1/4 day to complete a rotation.
The 1/4 gets added up in the february. This is how a leap year occurs.

because in one year, we have 365 days.while we have Leap year every 4 years.It was decided to add that day at the end of February since that month was shorted a few days anyway..
