There were quite severe food shortages in post-Soviet Russia. In the 90’s, people died of hunger because they did not have enough money to buy food. Mostly the elderly.
It all depends on what you mean by ‘food shortage’. In the USSR, prices were fixed, and so shortages manifested themselves as empty shelves in shops. But if the shops are full of food, but many people have no money to buy it, is that too a food shortage? After all, high prices imply that the supply is insufficient to meet demand. Well, that’s almost by definition a shortage.
With higher oil prices in the 2000’s, things improved a lot. But we will see what happens now, Putin is doing another pension reform because he claims there isn’t enough money…
