Why this condition R=V/I implies that at a constant temperature, the resistance of an Ohmic conductor is independent of the current I and the potential difference V.

all conductors have atoms. these items with increase in temperature react differently. with a temperature difference,

R is a constant just like any other mathematical constant. If temperature is kept constant, V/I will always be a constant
