Ti has outer configuration of 3d^2-4s^2 Ticl3 or Ti3 has 3d^1 as loses 3 electrons. Now clearly this has a unpaired electron which absorbs light from the visible spectrum and get excited and shows complementary colour. Where as Ticl4 or Ti4 the configuration become 3d^0 after losing all the four electrons.Due to the absence of unpaired electron it doesnot how color.
