Why transformer cannot be used to step up D.C. Voltage? Or Why a transformer cannot be used to step up or step down dc current?

hey , here is ur answer, in d.c current, current is constant.. but coil works when there is change in current.. as the current is constant in d.c , there is no change in magnetic flux linked with secondary coil. hence voltage across secondary coil is 0.
