The energy of a photon is exactly equal to the energy lost by the electron that created that photon.

The electron can be seen as a guitar string. Jumping from low energy level is like the string with weak tension. The resonnant frequency is in the low side, deep bass, which is infrared.

If the electron jump from higher level, it is under much more pressure. That more violent snap produce a higher frequency photon, in the ultraviolet frequency range.

This photon is so energetic that it can kick an electron out, somewhat like an object that exceed escape velocity (Jules Verne describe this in his story sending human on the moon with a large canon).

Brief, the electron that produce a ultraviolet photon has to be very strongly attracted to it's atom since that same energy reaching a metal will ionize it, kicking the electron out, allowing us to collect that electric energy in solar cells.

Einstein got a nobel prize for his study of the photoelectric effect.
