Why under rule of pervesh Musharuff in Pakistan it is not considered as democratic form of the government

musharaff's govt. cannot be called democratic as the power rested only with him and the military, not with the elected head. although elections were held, the final power lay in the hands of military.
parvez had also censored the media and made himself NOT accountable for anything.
another point is that he was not elected.
