Virsuses are not considered"alive", "living "because they lack many of the properties that scientists associate with living organisms. Primarily, they lack the ability to reproduce without the aid of a host cell, and don't use the typical cell- division approach to replication.

Because virus are inactive or we can say that they don't make any living move until they enter a host .They are at the borderline of living and non living organisms.
