why voltmeter has high resistance and ammeter has low resistance?

An ammeter is inserted in series with the circuit to measure the amount of current flowing, its resistance must be low so as to not disturb the circuit.
On the other hand ,the voltmeter measure the voltage difference between the two points, but it should not change the amount of current going through the element between those two points
