This is because a Voltmeter has to have a larger resistance to be able to receive a large amount of voltage because we know the Current is inversely proportional, so for less current to pass through the wire we would need a larger resistance to accept more voltage.
An ammeter is present for exactly the same reason, except because the current is inversely proportional to resistance, a larger resistance would result in less current flow, so in series, the wires have very less resistance to allow more current passage.
