Why was democracy not excersised during per Musharraf rule

Because he was a dictator and he got power from toppling the democratic set up..
so how did we expect a democracy from dictator???
he tried to held elections democratically but on the other side , he also maintained his dictatorial rule..
Initiative of National reconciliation order is one of the example...
