Why was it difficult to identify and control the nomadic population?

a. Nomadic pastoralists moved from one place to another ​depending on the  seasonal changes

b. They move annually between their summer and winter grazing grounds.

c.  They adjust their movements to seasonal changes and make effective use of available pastures in different places

d. Since they were nomadic who moved from place to place they were considered as criminals by birth , it was difficult for administartion to control them .

e. Therefore, later by the 1871, the colonial government in India passed the Criminal Tribes Act. By this Act many communities of craftsmen, traders and pastoralists were classified as Criminal Tribes, their mobility was restricted

f.  They had to live in a notified village area. Their mobility was restricted, they could not move without
