It aimed at educating the people about the British for their brutal killing , and also preventing jallianwala bagh like incidentsin future apart from opposing the British rule

It started because:-
* At many places the non cooperation movement turned out to be violent
* Many people in the Congress wanted to participate in the council elections by the Government of India act 1919
*The most important reason was that it turned out very violent in Chairing chairs in Bihar ,where many massacre started happening.
