Because Parvez Musharraf was an army general and wasn't elected by the people . He overthrew the government and went on to rule Pakistan with the support of army . This kind of governance is called military dictatorship and not democracy . He didn't represent the people's choice but was still in power . Hope this helps . Never ask these questions on public sites because a lot of butthurts will try to ruin your experience of logic and knowledge .
