It is harmful because because of cultivating plants on a region farmers have to cut the trees so they can plant their seeds,this reduces trees and because of this many trees are cut down and deforestation occurs. Inshifting cultivation, parts of the forest are cut and burnt in rotation

Britishers felt that the land which was used for the cultivation every few years could not grow trees for railway timber. They also thought that shifting agriculture is harmful for forests. So this proves that shifting agriculture was harmful for Britishers.
